Actually they kind of did. Caldari Prime being as harsh as it was hadn't allowed the Caldari to progress to a respectable technological level. The Gallente you can argue shaped that modern Caldari through their inclusion in the Federation.

The closest thing you will ever find (as far as an explanation goes) is an old chronicle from 2013 about the Battle of Caldari Prime. The first generation clones were created using Sleeper implants, and quite a few were defective. Something would trigger the implants, and like a switch, the soldier using them would go insane and go on a mass killing spree disregarding whether they were allies or enemies. Eventually, they would all die permanently (either through self-inflicted wounds or by being shot by another) as they would not be able to transfer their consciousness to a new body. But before they died, they would write 514 with their blood. Clone soldiers who were triggered were described as "Going 514".

Or something like that.
